Heel Tough Blog: Tar Heels Land Massive In-State Commitment to Kick Off 2028 Class

The Tar Heels’ 2027 recruiting class is still without an in-state commitment at this time, but the staff has just landed one of the top players in the state in the 2028 class.
As first reported by Hayes Fawcett of Rivals, the Tar Heels have just picked up a commitment from 2028 4✮ QB Levi Kerr. The commitment comes after Keerr took two visits to Chapel Hill in a week's span, as he attended both the Syracuse and Miami games. He chooses the Tar Heels over schools like Michigan and Mississippi State amongst others.
Kerr, the No. 206 overall prospect and No. 14 quarterback prospect in the 2028 class according to 247Sports Composite Rankings, is in the midst of his junior season at Marvin Ridge High School in Waxhaw, NC. In ten games this season, Kerr has completed 67.1% of his passes for 1,773 yards and has posted a 21-6 touchdown-to-interception ratio. He has also run for 122 yards on 20 carries.
Kerr, who measures in at 6’5, 200 lbs., is a guy who has been trending up since the summer and has backed it up with a strong junior season. He has the prototypical size that many are looking for at the position and has a pretty strong arm to go with it. His release looks smooth and natural and he gets the ball out quick once he goes into his throwing motion. His accuracy looks promising, including on deep passes, and his footwork looks pretty good for a junior in high school. While he succeeds in a clean pocket, he is also able to make some nice plays outside the pocket and he is a better runner than the stats would tell you. He might not be the most polished or productive quarterback in his recruiting class, but it feels like there is a lot of potential here and he gets the Tar Heels off to a promising start in the 2028 cycle.
With his commitment, he becomes the first commitment of the 2028 recruiting cycle for the Tar Heels and the first in-state commit for Bill Belichick and his staff since J.B. Shabazz, who committed back in September of 2025. His commitment has the Tar Heels sitting at No. 24 overall and No. 7 in the ACC in the 2028 class rankings according to 247Sports.
